Kamala Harris should have the power in the 2024 elections not to certify the voters of any state in which the voting rights of its citizens are drastically attacked and restricted as is happening now in 19 states. This is not the time to limit the powers of the Vice President with this Electoral Count Law that Romney proposes. If Romney is serious about voting rights, he can join in the efforts of Biden and the 48 democrats in the Senate in pushing forward the Freedom to Vote Act and the John Lewis Voting Rights Act
Elections are guaranteed to the states by the constitution &to federalize them would therefore be unconstitutional
